Step One
Wemfold a piece of fabric in half. Lay it with the folded edge towards you and make sure it is wide enough (width measurement x 2) to fit over your chest. I made mine about 21" wide (42" chest) and then measured about 10 inches down from the fold in the center of the folded fabric from the folded edge. This is how I determined where the sleeve holes would fit into the sides.

Step Two
Use a curve ruler and cut out an armhole that has a a inward curve on the front and a sloping outer curve on the back. I did this so my shirt would be as spacious as possible along the back because I don't like when woven fabric are stretched too tight across my back.
Step Three
To make the sleeve I measured the armhole from the bodice I just cut and used that measurement to make a arm seam for a T-shirt with a swoop in the front and convex seam on the back. Make two of these and then sew them into the bodice before sewing down the side seams. Sew from the tip of the arm piece curve to the top of the bodice piece curve all the over the shoulder and to the end of the arm piece in the back.
Then you just sew from armhole hem down the sides of the garment and there you go. A chiffon t-shirt. You can add a bias tape to finish the hems or go at them with a hand sewing needle. Maybe you want to try some embroidery on them or some beading. From this place you can do lots of different things!
